Newport Men, One a Substitute Teacher, Arrested for Sex Crimes Against Girls

The Washington
County Sheriff’s Office says two men were arrested Monday on charges related to
illegal sexual conduct with teenage girls. One of the suspects is a substitute
school teacher.
And there may be more victims.
Sheriff Larry
Mincks says investigations by the Major Crimes Task Force revealed that 24-year-old
Devin Binegar of 49 Waugh Street, Newport, and Shane Dye, also 24, of 70 Wilson
Street, Newport, committed the crimes around July 2011.
A substitute
teacher at Frontier High School, Binegar allegedly met a fifteen-year-old girl
at a party and later engaged in sex with the her at a residence in the county. The two then engaged in sex a
second time following another party the same month.
In what the
Sheriff’s Office says is an unrelated incident, Shane Dye also engaged in sex
with a fifteen-year-old girl he met at a party in Newport.
After drinking
moonshine the victim reportedly blacked out and was transported by friends to a
home in Marietta along with Dye. At the home, the victim fell asleep on a
couch and awoke to find she was only partially dressed. When she asked why,
Dye allegedly stated it was because they had had sex.
The teenager
told Task Force detectives that she never consented to having sex and that she
had no relationship with Dye prior to the incident. The teenager later
gave birth to a child, and DNA test results indicate there is a near 100 percent probability that Dye is the father.
As a result of investigations, Shane Dye was arrested on a first
degree felony charge of rape and remains incarcerated in the Washington County
Jail in lieu of $250,000 bond. Devin Binegar was arrested on a fourth degree
felony charge of unlawful sexual conduct with a minor and is free
after posting $15,000 bond.
The sheriff says
it is believed that the two friends have frequented parties in the area where
teenage females were present, and the men may have engaged in sex with other underage girls.
