A Meigs County
man was arrested in New Matamoras early Wednesday morning on charges of
kidnapping, disrupting public service, assault, aggravated menacing and
carrying a concealed weapon.

Mincks says all those charges came about from a series of events in which the
suspect – 61-year-old Dwin McGraw of Reedsville – picked up a 32-year-old
Coolville woman and her friend in Parkersburg and offered to drive them home.
off the friend, McGraw allegedly refused to take the victim to her home or let her out of his vehicle. At one point, when she tried to get
out, Mincks says McGraw grabbed and struck her.
woman was able to escape when the suspect stopped at the New Matamoras Par Mar
to get gas at 3:30 a.m. Wednesday.

her against her will.
